Basic administering in my book means you can create a sharepoint site without flinching and also perform backup and restore.

Creating a sharepoint site

To create a site, you’ll need to:

1. Create a web application
2. Restart the IIS
3. Create the site collection

Backup and restore

There are many ways to perform backups

1. Via central admin
2. Using stsadm
3. batch files

Theres another type of backup done via sharepoint designer which I’ll explain in detail soon.
